ICE is acquiring thousands of these electric shock gloves under a sole-source contract worth up to $20 million. The device delivers pulsed electrical current through contact with skin. Manufacturer materials claim it produces compliance in under three seconds and leaves no burns, marks, or scars. Company guidance states applications should generally stay under 15 seconds and that no more than two gloves should be used at once. Those limits are not enforced by any independent system. They exist only as text controlled by the same agency buying the tool.
When a person is already shackled, the power imbalance is total. An agent can activate the glove, apply it, release, reapply, and continue. The person being shocked cannot record the duration or the number of cycles. There is no automatic cutoff that an outside party can verify. There is no skin trauma for a later medical exam to document. The only record that survives is whatever the agency writes or decides not to write.
This is the central design feature. The absence of physical evidence is not an accident. It is the product specification that makes the device attractive for environments where oversight is weak and the people being controlled have limited ability to generate independent proof.

Reports from 2025 and 2026 alone record dozens of agents charged with sexual and violent crimes. Facilities have logged scores of sexual abuse allegations, many left unsubstantiated or uninvestigated by the same systems responsible for oversight. Internal investigations have identified unreported uses of force, failures in sexual abuse prevention, and systemic problems with grievance processing. Official narratives from these agencies have been contradicted by survivors, FOIA releases, and outside reviews for years.
A device that leaves no marks fits directly into that record. In a setting where people are restrained, the glove can be used to coerce compliance, punish, or facilitate sexual violence without creating the kind of physical evidence that forces an investigation. The 15-second guideline becomes irrelevant once the person is immobilized and the only witnesses are other agents or contractors. There is no independent log of activation that cannot be altered. There is no forensic marker left on the body.
The claim that agents will stay within proper ranges requires trust in institutions whose own history shows that trust is not available. ICE controls the environment, the restraints, the medical access, the complaint process, and most of the documentary record. Adding a pain tool whose defining technical property is the elimination of physical proof expands the capacity for abuse that cannot be proven after the fact.
This is not a speculative risk. It is the logical outcome of pairing an untraceable electrical device with an agency that has already demonstrated it cannot be trusted to police its own use of force or protect people in its custody from sexual violence. The marketing language of “humane” and “low-optics” is the cover. The material design is a tool for controlled pain that leaves no evidence. In the hands of ICE, that design is the point.
