On Sunday morning, a working-class guy named Juan Francisco Monroy Turuy was sitting in a Home Depot parking lot when a man pulled out a gun and started firing it into the air. Juan did exactly what we are all told to do. He stepped up. He called 911 to protect his community and had the courage to help the police identify a dangerous, armed suspect.
And what was his reward for trying to keep people safe? By the time the cops brought the suspect back to the parking lot for identification, federal immigration agents had already swarmed Juan. They snatched him up, threw him into custody, and disappeared him into the Montgomery Processing Center in Conroe, Texas.
This is the sick, twisted reality of the state enforcement machine. The Houston Police Department can play dumb and insist they didn’t call ICE all they want. The truth is, when you combine rabid federal immigration agents with local police and automated Flock surveillance cameras tracking every single movement in a corporate parking lot, this is exactly what happens. The system isn’t broken; it’s doing exactly what it was built to do—punish the vulnerable and protect the state.
When people ask why at-risk individuals are terrified to call the police to report a crime, point them right here. Point to Juan. The state used a corporate parking lot surveillance grid to turn a 911 call into a deportation trap. It is a disgusting betrayal of basic human decency that only makes our streets more dangerous.
