Fear in the Terminal
Airports are meant to be hubs of connection, travel, and public service. Recent reports from Portland International Jetport in Maine show the opposite: ICE is expanding its presence at airports nationwide and converting routine travel nodes into sites of state-sanctioned apprehension.
Targeting Law-Abiding Immigrants
Despite official claims that immigration enforcement prioritizes severe public safety threats, local evidence shows a different pattern. Among those recently detained at the Portland Jetport was Debora Kapisha, a nurse at Maine Medical Center. The Maine Immigrants’ Rights Coalition reports at least five people detained at the jetport within a two-week span, plus additional enforcement actions that included a married couple seized outside the local courthouse.
Immigration attorneys state that many of those taken are in the country legally and following established protocols. Attorney Kiernan Majerus-Collins put it plainly: ICE’s approach is less about high-risk individuals and more about grabbing those easiest to locate—immigrants who register with the government, fly on commercial airlines, and comply with the rules.

Spreading Fear and Disrupting Lives
This tactic produces widespread panic. Advocates and legal workers report that people are canceling essential domestic travel or missing legal and medical appointments out of fear of family separation at the airport. Transparency is absent. TSA leadership notified airport and airline officials of increased enforcement, yet airport executives receive no operational details from ICE. The agency cites “security reasons” while leaving local officials, staff, and travelers in the dark.
A Systemic Failure of Policy
Staging enforcement inside public transportation infrastructure turns everyday spaces into zones of intimidation for people attempting to follow legal pathways. Targeting nurses, families, and compliant residents does not produce community safety. It erodes trust in public infrastructure and punishes those who navigate the system openly.
