They call it routine deportation. When an undocumented immigrant witnesses an ICE officer commit a crime, their deportation paperwork hits the fast track. It is bureaucratic magic. You do not need to suppress evidence if you can just physically remove it from the jurisdiction.
We have seen the playbook before. In 2020 at the Irwin County Detention Center in Georgia, ICE started deporting victims of nonconsensual gynecological surgeries the second investigators started asking questions. In El Paso, an immigrant woman who accused guards of sexual assault was deported to Mexico the day before the incident report dropped.
But those are just the warm up acts. Look at the exact mechanics of what they tried to pull in Houston on July 7 with Lorenzo Araujo Salgado.
The Operation
ICE agents were looking for two Guatemalan men. Instead, they pulled over a work van driven by Araujo Salgado, a 52 year old Mexican homebuilder and father of three with zero criminal record. He had been in the country for 35 years. He was driving to a construction site.
An ICE officer shot and killed him.
The Cover Up
The official DHS narrative dropped immediately. They claimed the agent fired in self defense because Araujo Salgado allegedly weaponized the van.
Then came the smear campaign. The FBI filed an affidavit claiming they found methamphetamine in the van. Harris County District Attorney Sean Teare publicly rejected that claim, and the family lawyers pointed out the truth. The powder was just a homemade salt mixture the construction crew used for electrolytes in the Texas heat.
The Witnesses
The real problem for ICE was not the DA. It was the three other men sitting in that van.
Jose Trinidad Rojas Pliego, Daniel Tirado Pantoja, and Araujo Salgado’s own brother, Victor Hugo. All three are undocumented, all three have been in the US for decades with no criminal records, and all three flatly dispute the ICE account of the shooting. They are material witnesses to a potential murder committed by a federal agent.
Witnesses assisting law enforcement are supposed to get a U visa to protect them from deportation. DA Teare actually certified their applications to conduct a criminal investigation into the shooting.
ICE retaliated by locking the three witnesses in the Montgomery ICE Processing Center and placing them in fast tracked deportation proceedings. If they land in Mexico, the investigation dies, and the federal agents walk.
The Court Intervention
It took federal intervention to stop the machine. U.S. District Judge Keith P. Ellison legally barred DHS from deporting Rojas Pliego while the case is pending.
Crucially, Ellison explicitly barred ICE from transferring Rojas Pliego out of the Southern District of Texas without court permission. This cut off their favorite tactic, the midnight shuffle, where they move detainees to remote facilities so their lawyers and local prosecutors cannot reach them.
DHS put out a statement saying they will comply with the court order. They only comply when a federal judge forces their hand. If no one was looking, those three men would have been disappeared across the border, the salt would have been logged as meth, and the agent’s version of the shooting would be the only one on the record.
That is not a glitch in the policy. That is the policy working exactly as intended.
