LEASING HUMANITY: State Sponsored Cruelty Has Reached Suburbia in Maryland
Issue 01 | 02.01.26
The “perfect” crime isn’t illegal. It’s a lease.
Deep in the unassuming suburbs of Elkridge, Maryland, an ordinary office building at 6522 Meadowridge Road has been quietly transformed into a black box for human processing. To the casual observer driving past the manicured lawns of the Meadowridge 95 Business Park, it looks like any other corporate suite. But behind the glass windows and brick facade lies a calculated financial scheme to monetize detention right next door to your grocery store.
This isn’t a federal building. It isn’t a police station. It is a private investment vehicle designed to harvest tax dollars by warehousing human beings.
THE SMOKING GUN: Lease #GS-03P-LMD00795
The scandal here isn’t just the morality. It is the math. Public procurement records and property deeds reveal a financial spread that suggests this deal was “pre-baked” long before the public knew a thing.
The Buy: In May 2023, a newly formed entity named Genesis GSA Strategic One, LLC purchased the building for $4,022,200 (approx. $132 per sq. ft.).
The Lease: Almost simultaneously (May 16, 2023), the U.S. General Services Administration (GSA) awarded a 15-year lease to this exact entity.
The Payout: The total value of that lease is $18,320,415.
The Math: This shell company secured a government contract worth 4.5 times the purchase price of the building immediately upon buying it. They aren’t in the “office rental” business. They are in the “detention arbitrage” business. They bought a distressed office building for pennies on the dollar and flipped it into a goldmine by leasing it to ICE.
THE SHELL GAME: “Genesis GSA Strategic One, LLC”
Who owns the building next to the local engineering firm? A ghost.
Investigations into Maryland business records reveal that Genesis GSA Strategic One, LLC is a “Special Purpose Vehicle” (SPV).
Zero Footprint: This LLC appears to own no other properties in Maryland. It exists for one reason which is to hold this specific ICE contract.
The Liability Shield: By isolating the building in a single-asset LLC, the true owners protect themselves. If a detainee dies in custody or the county sues, the LLC can declare bankruptcy, while the parent investors walk away with the millions they’ve already collected.
The Fixers: The dirty work of retrofitting an office into a jail wasn’t done by the owners. Permits confirm they hired McKeever Services (Fairfax, VA), a firm that markets itself as an expert in “Jurisdictional Management.” In plain English, they are the pros you hire to sneak a controversial permit past a local zoning board.
SUBURBAN CAMOUFLAGE: Hiding in Plain Sight
The genius of 6522 Meadowridge Road is its boredom. It is zoned “CCT” (Community Commercial-Tech), intended for doctors’ offices and tech startups.
The Neighbors: The facility shares its address and parking lot with Tuhin Basu & Associates (a road contracting firm) and Leach Wallace Associates (engineering consultants). Do the employees parking their cars every morning know that the “suite” next door is permitted for “detention facility, detainee processing, and secured waiting area”?
The Blast Radius:
0.6 Miles: Children’s Manor & Magnet Montessori School.
1.5 Miles: Elkridge Elementary & Middle Schools.
2.4 Miles: The Gateway Overlook Shopping Center (Costco, Trader Joe’s, Lowe’s).
This isn’t an industrial zone. It’s where Elkridge families buy milk and drop off their kids. The “Strategic One” model relies on this camouflage because they know you won’t protest a prison if you don’t realize it’s there.
THE OPPOSITION: A Race Against Time
Unlike other rumors, the existence of this facility is confirmed by the highest leve local government. Howard County Executive Calvin Ball has formally declared war on the project, but the building is already nearly finished.
The “Emergency” Ban
On January 30, 2026, County Executive Ball announced emergency legislation to ban privately owned detention centers in the county. His statement explicitly referenced the inspection of 6522 Meadowridge Road, noting that the “tenant improvements” included holding cel were never disclosed to the public during the initial purchase.
The Call to Action: February 2, 2026
The fight comes to a head at the County Council meeting. Community groups like IndivisibleHoCoMD are mobilizing to “pack the room” to ensure the emergency bill passes before ICE can move the first detainee in.
THE GLOBAL PROFIT MACHINE
This is the blueprint and the backdoors being used so investors not only in the United States but around the world are profiting from state-sponsored cruelty. Once this information is mapped out, we will be able to see the full scale and profit motives for people enabling these egregious crimes against humanity.

Separately (?)
Trump administration officials reportedly met with separatist activists from the Canadian province of Alberta as relations with Canada continue declining, leading to some international leaders accusing the U.S. president of “treason.”
U.S. officials met with leaders of the Alberta Prosperity Project this week, a right-wing group of separatists that wants Alberta, an oil-rich province in western Canada, to become an independent territory of “The Great White North.”
