I am writing to formally request an emergency investigation into the unlawful detention, medical neglect, and communication blackout of Steven Rodas, currently detained at the CoreCivic-operated Cimarron Correctional Facility in Cushing, Oklahoma.
Unlawful Detention / The Voluntary Departure Trap: Mr. Rodas was granted Voluntary Departure by an immigration judge on March 24, 2026. He signed his departure paperwork immediately. ICE ERO refused to execute his departure, claiming he had a “pending” asylum case. On July 1, 2026, documentation confirmed that this asylum case was already closed. ICE is citing dead proceedings to trap him in prolonged detention.
Medical Neglect & Blackouts: On the evening of July 1, Mr. Rodas suffered acute abdominal peritonitis symptoms, collapsing after pleas for help were delayed. He was hospitalized, during which time his family was subjected to a total communication blackout and his profile was erased from the facility’s GTL/ViaPath messaging system. He has lost up to 40 pounds in custody.
We demand CRCL intervene immediately to investigate Cimarron Correctional Facility’s medical oversight and compel ICE ERO to release Mr. Rodas or execute his court-granted Voluntary Departure immediately.
