“Unchain Yourself” - University of Minnesota Sanctuary Protest

The standoff at Morrill Hall began shortly after 1:00 PM when six activists from the Young Democratic Socialists of America (YDSA) and Students for a Democratic Society (SDS) threaded heavy steel chains through the handles of the administrative building’s front doors and locked themselves together.

The atmosphere turned tense immediately. Within twenty minutes, a University administrator, flanked by officers from the University of Minnesota Police Department (UMPD), approached the line of students. Reading from a prepared script, the representative issued a formal warning that signaled the administration’s intent to clear the area by force if necessary:

“This is your first notice - please unchain yourself from the door. If you do not comply, you may be subject to arrest and student conduct code violations.”

The University’s Stance: “Compliance” Over Sanctuary

President Rebecca Cunningham has maintained a controversial position of “neutrality” that protesters argue leaves undocumented students vulnerable. While the administration has stated that UMPD does not “deputize” itself for federal immigration enforcement, Cunningham has steadfastly refused to declare the University of Minnesota a “Sanctuary Campus.”

Her office maintains that the university must comply with federal law, specifically citing limitations on how much protection they can offer against federal warrants. However, activists point to the administration’s refusal to sign a binding non-cooperation agreement with ICE as a betrayal. This refusal effectively allows ICE agents to operate on campus grounds without resistance from campus security, a policy that critics say facilitated the detention of graduate student Doğukan Günaydın in April 2025.

In a statement released prior to the protest, the Office of the President reiterated that while they support the “international community,” blocking access to university buildings “crosses the line into illegal activity” and will not be tolerated.

Demands for a “Safe Zone”

The protesters are demanding three specific actions from President Cunningham to de-escalate the situation:

  1. Sanctuary Declaration: A public, written declaration that the University of Minnesota is a sanctuary for undocumented immigrants.

  2. Non-Cooperation Policy: A binding order prohibiting UMPD from sharing any student data with ICE unless compelled by a specific judicial warrant, not just an administrative request.

  3. End to “Neutrality”: An official condemnation of the “Operation Metro Surge” that has seen federal agents active in Minneapolis neighborhoods surrounding the campus.

As of 6:00 PM, the students remain chained. The administration has not yet authorized a second warning or police intervention, but UMPD presence has increased significantly around the perimeter of Northrop Mall.
