01 — Surveillance Architecture
The Decentralized Panopticon
ARGUS-IS: The Eye in the Sky
The Autonomous Real-time Ground Ubiquitous Surveillance — Imaging System (ARGUS-IS) was a DARPA-funded wide-area persistent surveillance platform capable of imaging a 15-square-mile area simultaneously at 1.8 gigapixels. Originally developed by DARPA and BAE Systems for military drone deployment, its domestic application raised immediate constitutional alarm. DARPA Program Page WIRED · 2013
The implications of ARGUS-style persistent aerial surveillance over American cities were explored at length in reporting following its 2012 public reveal. The Baltimore aerial surveillance program — a direct civilian descendent of these military systems — was later confirmed to have recorded tens of millions of vehicle trips. Ring / Amazon: The Privatized Surveillance Grid
Amazon’s Ring division formalized data-sharing partnerships with hundreds of law enforcement agencies across the United States, allowing police to request footage from private doorbells without a warrant and without the knowledge of the device owner. The Electronic Frontier Foundation has extensively documented this as a shadow surveillance infrastructure built on consumer hardware. EFF Deep Dive The Guardian

ShotSpotter / SoundThinking: Acoustic Sensors
ShotSpotter (now SoundThinking) gunshot detection microphones are disproportionately deployed in majority-Black and brown neighborhoods. An investigation by the MacArthur Justice Center found that in Chicago, 89% of ShotSpotter alerts led to no evidence of a gun-related crime, yet police used the alerts to justify stops and searches. The ACLU of Illinois documented how ShotSpotter data has been used to retroactively alter audio to fit police narratives, raising serious due-process concerns. ACLU Illinois Statement
Automated License Plate Readers (ALPRs) & Fusion Centers
Flock Safety and Motorola’s Vigilant Solutions operate networks of ALPRs that log vehicle movements and share data with federal agencies including ICE. The EFF’s Atlas of Surveillance maps the deployment of these technologies nationwide. EFF Atlas of Surveillance VICE / Motherboard
Fusion centers — joint federal-state intelligence hubs — serve as the aggregation points for this distributed data, channeling it back to DHS, FBI, and ICE with minimal oversight. The ACLU has flagged their constitutional ambiguity since 2007. ACLU: What Are Fusion Centers?
02 — Florida / “Alligator Alcatraz”
The Everglades Black Site
In 2025 the federal government opened a mass detention facility in Doral, Florida — near the Everglades — operated by CoreCivic, the country’s largest private prison contractor. Critics and detainees’ families dubbed it “Alligator Alcatraz” due to its remote, swamp-adjacent location and its conditions. Miami Herald Coverage The Guardian
ICE Detainee Locator Blackout
The ICE Online Detainee Locator System is the only public-facing mechanism by which attorneys and families can locate detained individuals and is required for filing habeas corpus petitions. Civil rights organizations documented that as many as two-thirds of detainees at the Everglades facility were not appearing in the database — a pattern the ACLU described as deliberate rather than a technical error. Military Deportation Flights to Third Countries
In 2025 the U.S. began routing deportations through military cargo aircraft rather than commercial airlines, bypassing public monitoring of flight manifests. Diplomatic agreements with Rwanda, Equatorial Guinea, and Ghana were used to transfer asylum seekers to countries they had no prior connection to. Human rights groups including Human Rights Watch and the ACLU challenged these transfers as a violation of non-refoulement principles under international law. 03 — Pennsylvania Mega-Camps
Secret Warehouse Detention Infrastructure
ICE and DHS quietly moved to convert shuttered commercial real estate in rural Pennsylvania into large-scale immigration detention facilities. Two sites drew particular attention from local officials and investigators:
Upper Bern Township, Berks County
Capacity: ~1,500 detainees. Wastewater output projected at 14× the legally permitted discharge rate for the local system, risking raw sewage contamination of local waterways. Reading Eagle

Tremont Township, Schuylkill County (former Big Lots Distribution Center)

ACTIVE
Neither facility was subject to public comment periods, environmental impact reviews, or municipal consent processes prior to acquisition. Local officials reported learning of the plans through leaked documents and community tipsters rather than formal government notification.
04 — Minneapolis / Minnesota
Street-Level Paramilitary Operations
Fake Plumbing Van / Legal Observer Assault
In downtown Minneapolis, ICE contractors operating a vehicle with counterfeit “Midwest Plumbers” commercial decals confronted a group of legal observers documenting enforcement operations. Witnesses and video documentation showed the driver pointing a handgun at a woman’s head and making multiple attempts to fire the weapon. The driver then accelerated into a bystander while fleeing. A second individual in the vehicle threatened observers with a pepper-ball launcher and discharged it into the crowd. Star Tribune Minnesota Reformer The Guardian
Cold Spring — Manufactured Vehicular Threat Tactic
Days later, in Cold Spring, Minnesota, an ICE agent intentionally stepped in front of a moving observer’s vehicle — then used the manufactured near-collision to threaten the observer with lethal force, telling them directly he would kill them. Legal experts described this as a calculated tactical escalation designed to create a false legal pretext for drawing a weapon on documentation crews. Minnesota Reformer
Operation Metro Surge — Hospital Surveillance
Under the DHS program designated “Operation Metro Surge,” federal agents staged unmarked vehicles in emergency room parking lots and deployed surveillance drones over agricultural areas outside Minneapolis. The resulting climate of terror caused documented avoidance of emergency medical care within immigrant communities — a pattern health researchers linked to preventable illness and delayed treatment. Gabi — The Two-Year-Old U.S. Citizen
KFF Health News reported the case of Gabi, a two-year-old U.S. citizen born with osteogenesis imperfecta (brittle bone disease) who was scheduled for a complex corrective surgery on her legs and feet. Following ICE’s deportation of her father and detention of her aunt, Gabi’s mother canceled the surgery and all associated physical therapy. The family of eight was confined to a single-bedroom apartment, too frightened to leave. Gabi’s surgery — her only pathway to walking without chronic pain — was indefinitely suspended. The Underground Medical Network
In response to the hospital surveillance environment, Minneapolis community health workers organized a clandestine care network. A rapid-response team of over 150 volunteer nurses, doctors, and nurse practitioners began delivering care directly to patients’ homes. For unavoidable in-person clinical needs, a vetted volunteer driver program — intentionally utilizing white allies statistically less likely to be racially profiled — was established to transport patients safely. 05 — Los Angeles / LAPD
Institutional Complicity & the Public Record Shutdown
Los Angeles Mayor Karen Bass issued a directive requiring LAPD to report all interactions with ICE to the Board of Police Commissioners on a monthly basis. At a January 2025 public commission meeting, an LAPD official began reading documented incidents into the public record — including a January 17th assault in Southeast LA by masked ICE agents shouting racial slurs (police response: scene clearance, no arrest), and a January 27th incident in which witnesses reported a Hispanic male being abducted by two masked men in paramilitary uniforms. The official was audibly interrupted and redirected mid-sentence during the legally mandated transparency session. No public explanation was given for the interruption or for the information subsequently withheld from the public record. LAPD Board of Police Commissioners (Official)
06 — Chicago / Cook County
Sanctuary City Prosecuting Its Own Protesters
Despite Cook County’s self-designation as a sanctuary jurisdiction, the Cook County State’s Attorney’s Office launched criminal prosecutions against nonviolent protesters who blockaded ICE facilities in Chicago. Charges included trespassing, disorderly conduct, and conspiracy — a charge pattern designed to impose maximum financial and psychological burden on defendants. Chicago Tribune Chicago Reader
No parallel state prosecutions were filed against federal agents involved in the documented Minnesota assault using the unmarked vehicle.
