The Roxbury Warehouse Scandal: How the Federal Government Sneakily Bought Protected New Jersey Land to Build Another ICE Hellhole And Why It Is Doomed to Fail
This is exactly the kind of underhanded, backroom bullshit we have come to expect from this administrations deportation machine. While the rest of the country was distracted, the feds quietly dropped 129.3 million dollars, more than double the assessed value, on a giant vacant warehouse in Roxbury Township, New Jersey. Their one goal was to turn it into a 1500 bed (possibly 2000 bed) ICE detention center. No public notice. No environmental review. No respect for the people who actually live there. Just pure contempt for the law and the communities they are about to poison.
The property at 1879 Route 46 is a sprawling 470444 square foot empty box called the Roxbury Logistics Center. It was built for trucks and storage, not human beings. It has 119 loading docks, 299 parking spots, and get this, only four toilets total. But that has not stopped DHS and ICE from racing to convert it anyway.

The Shady Backroom Deal
Before February 19 2026 the place belonged to DG Roxbury Property Owner LP, a Delaware partnership fronted by Dallas based Dalfen Industrial and a Goldman Sachs asset management fund. Then in classic federal fashion DHS swooped in, overpaid by tens of millions, and took ownership outright. No competitive bidding. No transparency. Just another quiet transfer of taxpayer money before turning the site into another link in their deportation pipeline.
What They Actually Plan to Do
They want to cram in 1000 to 1500 detainees for short stays (3 to 7 days) plus hundreds of staff. They plan to add fencing, holding cells, medical rooms, generators, the whole nightmare setup. Target opening is as early as June 2026. All while completely ignoring that this warehouse sits in one of the most protected environmental zones in the entire state.
The Bipartisan Lawsuit
Thankfully this time the feds got caught. On March 20 2026 the State of New Jersey led by Governor Mikie Sherrill and Attorney General Jennifer Davenport teamed up with Republican led Roxbury Township to sue ICE and DHS in federal court. The 67 page complaint is scathing. It accuses the federal government of blatantly violating NEPA, the Highlands Act, the Administrative Procedure Act, and more by rushing this through with zero review and zero local input.
The Highlands Act Betrayal This Is the Real Crime
Here is where the disgust really kicks in.
The New Jersey Highlands Water Protection and Planning Act was passed in 2004 to safeguard the drinking water source for more than 70 percent of New Jersey residents. The warehouse sits directly in or immediately adjacent to the Highlands Preservation Area, the strictest protection zone, and is encumbered by a conservation easement held by the NJ Department of Environmental Protection.
The law requires a Highlands Preservation Area Approval for any major development. The feds did not bother getting one. They did not even give proper notice. The conversion would demand massive soil disturbance, new construction, and a catastrophic 15 times increase in water and sewer use, all things the Highlands Act was written to stop cold.
The sewage would flow straight downhill into Lake Musconetcong, then Lake Hopatcong, and eventually the federally protected Musconetcong River. They are willing to risk the drinking water for millions of New Jersey families just to lock people up faster.

The Rest of the Nightmare
Even setting the Highlands Act aside this plan is reckless insanity.
Water demand would jump from 12000 gallons per day to 187500 gallons, threatening Roxburys entire Skyview system and risking aquifer collapse.
Volunteer EMS (only 35 people) and the 42 officer police department would be completely overwhelmed.
Traffic on already dangerous Route 46 would explode with 500 plus extra trips a day.
And again, only four toilets for up to 1500 detainees plus staff. The humanitarian conditions they are setting up are disgusting.

The Community Fights Back
The people of Roxbury are not taking this lying down. Over a thousand residents, Democrats and Republicans side by side, have flooded the streets in protest. Signs reading NO ICE IN ROXBURY, Roxbury Strong Without ICE, and calls for human rights line the roads.
Bottom Line
This is textbook federal arrogance. DHS and ICE think they can secretly buy protected land at an inflated price, ignore the Highlands Act, skip every required environmental review, and turn a suburban warehouse into another cog in their cruel deportation machine while the community that has to live with the consequences gets zero say.
They got caught this time. The State of New Jersey and Roxbury Township are dragging them into court, and the fight is just beginning. This is not governance. This is contempt for the law, contempt for the environment, and contempt for the American people.
