In biology, a parasite is an organism that lives in or on another species and benefits by deriving nutrients at the expense of the other. In the South Texas immigration system, that organism is named Judge Veronica Marie Segovia.
New data confirms what we suspected. She is not an impartial arbiter. She is an ICE prosecutor wearing a judge’s robe. She runs a courtroom where 95.3% of human beings are rejected.
The DNA of a Predator: From ICE to the Bench
Segovia did not just “become” a hardline judge. She was built by the agency she now serves.

The Pipeline: From 2018 to 2023, she served as Assistant Chief Counsel for ICE in San Antonio. She spent five years prosecuting immigrants and trying to deport them.
The Switch: In November 2023, she was appointed as an Immigration Judge. She did not change sides. She just changed seats. She went from arguing for deportation to ordering it. She is the literal embodiment of the “Prosecutor in Robes” phenomenon.
The Mouthpart: The 95.3% Denial Rate
How does the parasite keep the host trapped? It paralyzes the legal process.
According to new court records covering FY 2024 through late 2025, Judge Segovia’s denial rate has hit a statistical extreme. While the national average for denia around 58.9%, Segovia is rejecting relief 95.3% of the time.

She has granted asylum in only 1 out of 193 cases. That is not a court of law. That is a liquidation center.
The Trap: Preying on the Defenseless
A parasite targets the weak. It looks for those without shields or defenses. Segovia’s courtroom is designed to strip victims of their protection before she feeds.
In the U.S. immigration system, representation is the only lifeline. Yet in Segovia’s courtroom, 57% of asylum seekers have no attorney. This is not an accident. It is a feature of her “rocket docket” strategy. She pushes cases through so fast that families cannot find counsel in time.

The Feeding Ground: The “Twin” Targets
Who is she targeting? The data shows she is fixated on vulnerable populations from Honduras (11%), Colombia (9%), and Nicaragua (8%).

These children are being held at the South Texas Family Residential Center in Dilley. This facility is run by private contractors who bill the government per head.

Echoes of “Kids for Cash”
We have seen this before. In Pennsylvania, Judges Ciavarella and Conahan filled private detention centers with children in exchange for kickbacks. Segovia is doing the same. Her currency is simply “performance metrics” and job security.

The relationship between a parasite and a host is always fatal for the host unless you intervene.
Veronica Segovia is not a judge. She is a metric-obsessed former prosecutor clearing the board for her old bosses at ICE. She denies 95% of the people who stand before her. She grants asylum to 0.5%.
