The Machinery of Government vs. Humanity

Eyes on Intel Podcast April 3 2026

This episode steps back from the standard operational math of federal enforcement to look directly at the human toll and the individuals caught in the gears of the deportation machine.

The host maps the weaponization of every agency — from ORR turning child welfare into a quota system to ICE using pastors and students as political pawns — showing once again that none of this is bureaucratic incompetence. It is the carceral pipeline operating exactly as engineered to extract labor, terrorize communities, and disappear the vulnerable.

1. The Weaponization of the Office of Refugee Resettlement (ORR)

The hearing led by Rep. Pramila Jayapal featured Mary Ann “Mickey” Donovan-Kaloust, Director of Legal Services at the Immigrant Defenders Law Center (ImmDef). Donovan-Kaloust directly testified against the rhetoric pushing to label unaccompanied minors as “invaders” or political pawns. She highlighted how the ORR’s foundational mandate — child welfare — has been warped into an unrecognizable, punitive system.

Federal records show children are being detained for an average of 117 days in facilities meant for short-term stays. Specific cases include a 3 year old held for 250 days and a 5 year old with intellectual disabilities held for nearly 200 days. Children in federal custody are experiencing severe depression and PTSD. The episode touched on the disturbing “operational tactic” of using children as bait to arrest their relatives, as well as recent DHS memos revealing plans to offer vulnerable unaccompanied minors a $2,500 stipend to incentivize them to waive their legal rights and self-deport.

2. Retaliation Against Pastor Yeison Cortez Vasquez

On March 20th, Pastor Yeison Cortez Vasquez of The Gathering Place Church in New Jersey was detained by ICE while working his day job. ICE initially claimed the arrest was for a failure to appear in court. Later, DHS changed the story, claiming he had overstayed a tourist visa from Colombia issued in 2016. In a move that reads as pure, vindictive retaliation, ICE transported the pastor to Delaney Hall in Newark — the exact same facility where he has spent his time ministering to detained community members. The National Latino Evangelical Coalition is currently working to secure his legal representation.

3. The O’Hare “Shoe-Spitting” Felony

Brett Heier, a 20 year old DePaul University student, was arrested at O’Hare Airport’s Terminal 2 on April 1 2026. ICE agents slapped Heier with a felony charge for “aggravated battery to a peace officer,” claiming he intentionally and forcefully spat on an agent.

Defense attorney Barry Sheppard revealed that Heier is actually only accused of spitting on the agent’s shoe. Sheppard noted the student was on medication for an abscessed tooth (meaning it could have been unintentional) but firmly argued that even if it was intentional, it falls under the broad gamut of free expression.

Cook County State’s Attorney Eileen O’Neill Burke continues to perform an “accountability shrug,” claiming she is legally handcuffed when it comes to investigating misconduct by federal immigration authorities.

4. Officer Radule Bojovic’s Reinstatement

During “Operation Midway Blitz” in October 2025, ICE arrested Hanover Park Police Officer Radule Bojovic. DHS Assistant Secretary Tricia McLaughlin publicly blasted the local government, claiming Bojovic was an “illegal alien from Montenegro” who overstayed a B2 tourist visa from 2015 and was unlawfully carrying a firearm.

Hanover Park immediately fought back, confirming Bojovic had passed comprehensive FBI and Illinois State Police background checks and held a valid federal Work Authorization Card when he was hired.

The federal government quietly reversed course and reinstated his work authorization, proving their own bureaucratic incompetence. Bojovic has now been fully reinstated to the police force.

5. Chicago’s Top Cop Dodges Accountability

Chicago Police Superintendent Larry Snelling refused to attend a critical city council hearing meant to investigate whether the police department unlawfully coordinated with ICE. He stated he would only show up if experts were removed from the panel. The host scorched this cowardly move, noting that after the high-definition footage of local cops and sheriffs using batons and tear gas on civilians, the department is terrified of facing actual constitutional experts who can dismantle their public safety narrative.

6. Holding the Light: Maria de Jesus Estrada Juarez Returns Home

Maria de Jesus Estrada Juarez, a Sacramento mother and DACA recipient who has lived in the U.S. for nearly 30 years, attended a green card interview on February 18 2026. She was detained and unlawfully deported to Mexico less than 24 hours later, separated from her 22 year old daughter, Damaris Bello.

Her legal team filed a federal lawsuit. U.S. District Judge Dena Coggins ruled the deportation was a “flagrant violation” of her DACA protections and explicitly ordered DHS to bring her back within seven days. On March 30, the government complied. Maria safely crossed the border back into California and reunited with her daughter.

Closing Sign-Off

This episode maps the machinery: ORR as child bait, pastors punished for ministry, students charged for spit on a shoe, local cops arrested then quietly reinstated, and a DACA mother disappeared then forced back only by court order. None of it is glitch. It is the deportation machine treating human beings as disposable leverage while communities are left to clean up the wreckage.
