No Body Cameras Worn by ICE Agents in Fatal Shooting of Documented Colombian Man in Maine
BIDDEFORD, ME. ICE agents who shot and killed a 26 year old documented Colombian man on Monday morning were not wearing body cameras. The absence of video in a fatal federal use of force is an accountability failure inside an agency that recently received millions in funding to equip officers with recording devices.
The shooting occurred just after 7:00 a.m. at the intersection of Pool and Hill streets. The victim, identified by the Maine Immigrants’ Rights Coalition as a legally authorized worker with a valid Social Security number, was the sole provider for his family and had been attending his immigration hearings. ICE policy requires body cameras during enforcement operations. The agents involved operated without them.
Sen. Angus King confirmed the lapse after a briefing with Homeland Security Secretary Markwayne Mullin. King told CBS News there is no video evidence of the killing.
Federal officials claim the victim weaponized his vehicle while attempting to flee. Eyewitness testimony contradicts that account. Bystanders told Al Jazeera they watched a white SUV ram the victim’s smaller car multiple times. Witnesses reported hearing the bleeding driver say he tried to stop before being pulled from the vehicle by an agent and losing consciousness. With no camera footage, the public is left weighing an unverified federal narrative against civilian accounts.
Congresswoman Chellie Pingree demanded answers on the operational protocols and the lack of oversight. In comments reported by 11Alive, Pingree questioned why ICE officers were operating in Maine without required recording equipment and called for a full investigation.
Congress recently granted DHS twenty million dollars to outfit agents with body cameras. Despite the funding, less than a quarter of ICE agents nationwide have been issued the equipment as of early 2026. The Biddeford killing is the second fatal shooting by unrecorded ICE agents in one week, following a similar incident in Houston, according to the Associated Press.
The FBI and the Maine State Police are investigating the scene, as reported by the Washington Post. The Biddeford Police Department is providing perimeter security only and has deferred all questions to federal authorities.
Local residents have begun protesting at the intersection, demanding accountability from a federal agency deploying lethal force with zero transparency in their community.
