Alaska Indigenous Corporations Support the Federal Deportation Machine

08.22.2026

FULL RESEARCH DOCKET

Comentary:

Please don’t put blame on the average Alaskan Native.

The Indigenous Alaskan Corporations have worked very hard to make sure that Native Alaskans don’t know what is happening in the corporations. They use LLC vehicles, shell companies, and subsidiaries to hide all of this from the general public. It is disturbingly ironic, as you said, but your everyday Native Alaskan has no idea what their corporations are doing.”

This disconnect between corporate leadership and shareholders is well documented across ANCSA history. Layering dozens of LLC subsidiaries beneath a central holding company insulates executive decisions from shareholder proxy votes and financial reporting, keeping the everyday Alutiiq shareholder completely in the dark about how these federal contracts operate on the ground.

Episode Overview

In this episode, we break down the operational structure of the newly uncovered 63 million dollar ICE coordination hub. We trace the federal contracting loopholes that allow Alaska Native Corporations to bypass public scrutiny and fuel the 287(g) local deportation dragnet.

Core Contract Intelligence

  • Prime Contractor: Koniag Services, Inc.

  • Parent Entity: Koniag, Inc., an Alaska Native Regional Corporation

  • Award ID: 70CDCR26FR0000034

  • Total Contract Ceiling: $63,035,230.95

  • Awarding Agency: DHS / U.S. Immigration and Customs Enforcement Enforcement and Removal Operations

  • Automated Targeting: Koniag is explicitly tasked with developing electronic systems to automate the review and prioritization of actionable enforcement cases.

  • The Relocation Pivot: Procurement records originally listed Adams, TN as the facility location. Following inquiries from local press, the site was rapidly relocated to the Donelson area of Nashville.

Corporate Architecture and Leadership

  • The Loophole: Koniag qualifies as an 8(a) small disadvantaged business and Alaska Native Corporation owned firm, allowing it to secure massive federal set aside procurements shielded from standard competitive bidding.

  • Koniag Government Services Executive Team: Operations are led by CEO Kevin M. Wideman, CFO Jeannette Morris, and Chief Security Officer Dr. Eric J. Reyes.

  • Koniag, Inc. Corporate Leadership: The parent entity is led by Chairman and CEO Ron Unger, alongside President Shauna Hegna.

  • Corporate Scale: Under the current leadership, Koniag Government Services expanded to over 3,500 employees and generates over $830 million in annual revenue.

  • Media Blackout: When approached by investigative journalists, Koniag representatives stated they were not at liberty to discuss details of the federal contract.
